Lebanon shall receive first consideration.The Layyah A. Barakat Foundation of Philadelphia, PA [ceased to exist in 1984] may, from time to time, make recommendations to the Presbyterian Church (USA) on the Church's use of the income from this fund.In the event that circumstances prevent the use of the annual income within any five year period for the care, maintenance and education of Middle East boys and girls of Arab extraction as described above, then that earned but undistributed income shall be used for purposes as similar as possible to the original intent of the Donor for the care of children of Arab extraction anywhere in the world.
