Such fund in its entirety is to be administered as an endowment fund with the income payable to the Board of Pensions of the United Presbyterian Church for the purpose of providing emergency and supplemental aid to retired ministers and their wives and widows, particularly for the elderly who are in financial distress. Those residing in the Philadelphia area are to be given preference.
