To provide supplementary, special assistance to retired ministers and missionaries and their spouses, according to their need, who are not adequately covered by the Pension Plan. Should this need cease to exist, then the income shall be used by the Board of Pensions to increase the pension payments to the Pension Plan beneficiaries.

Per the terms of the agreement, the said income shall be used for the benefit of retired missionaries and other church servants who may have special needs. Such income for this purpose shall be considered to be outside the budget, and not equalized with other funds for this purpose, so that this income shall be over and above other monies budgeted for this use.
