The income received by the Presbytery is to be used to provide a scholarship fund for high school graduates in the North Platte Valley, including the area of the towns of Saratoga and Encampment, Wyoming under the terms of the agreement between the Donors and the Presbytery which will be approved by said Presbytery at an official meeting between the date of this agreement and the end of February 1973. Said agreement between the Donor and the Presbytery shall be known as The Benn and Marie Welsh Memorial Fund and shall be recorded in the official minutes of the Presbytery of Wyoming at an official meeting held between the dated of the 29th day of December, 1972 and the 28th day of February, 1973.

The Synod of Southern California and Hawaii, or its successor, shall use the said income from the fund hereby established to support the Presbyterian chaplaincy program within the bounds of the County of Los Angeles, as may be determined by the Synod of Southern California and Hawaii, or its successor, and in cooperation with such hospital. The chaplain will be a member of the Presbytery of jurisdiction and be an employee of a Presbyterian Church U.S.A.) governing body located within the Synod of Southern California and Hawaii.The Synod of Southern California and Hawaii, or its successor, shall have the privilege of changing the investment vehicle of said gift once every two years according to the investment practices of the Foundation then in effect and shall also annually have the privilege of withdrawing principal of said Fund in excess of $800,000.00 according to the rules of the Foundation then in effect. Should the principal drop below $800,000.00, due to market conditions, further withdrawals will not be permitted until the principal is again in excess of $800,000.00. Any written requests for withdrawal of principal or change of investment vehicle must be received by the Foundation at least ten (10) business days prior to the periodic valuation deadline of March 31, June 30, September 30, December 31, in each year.
