In order of priority, special consideration should be given to: 1) Local Presbyterian students who will be attending Presbyterian institutions. 2) Local Presbyterian students who will be attending other educational institutions. 3) Arkansas Presbyterian students who will be attending Presbyterian institutions. 4) Arkansas Presbyterian students who will be attending other educational institutions. 5) Any Presbyterian students who will be attending Presbyterian institutions. 6) Any Presbyterian students who will be attending other educational institutions. In all cases, financial need, scholastic record, and service to church, school, community and state shall be considered. Scholarships may be paid directly to the student. Awards shall be made annually.

For the benefit of the various programs of said church as determined by its Session or those officers of said church delegated by the Session; provided that any donor of $1,000 or more to the Fund hereby established may designate specific work or programs of the said church which is to benefit from the income from that donor's proportionate share of the Fund. It shall be the obligation of the Session of said church or its designee to use the income for church work as specified by such a donor or for present church work as similar as possible to the intent of the donor.
