To provide additional support for the benevolence program of the church, contingent upon the church's maintaining a level of general benevolence giving equal to at least 20% of the actual disbursements from the General Operating Fund Budget in each previous year. 75% of the annual distribution is to support world mission and 25% to local missions. Income distributions will be made annually by the Foundation upon receipt of written notification from the church during the first quarter of each year that the church during the prior year has distributed General Benevolence giving an amount equal to at least 20 percent of the actual disbursement for the General Operating Fund Budget. If the 20 percent condition is not met or if the Foundation does not receive the required certification from the church, the income shall not be distributed but rather be reinvested in the principal of the Fund.

The Hillsborough Presbyterian Church of Hillsborough, North Carolina, shall use the income from the L. E. and Mary Beard Memorial Scholarship Fund for college scholarships as outlined below.Scholarship recipient(s) shall be from a member family of the Hillsborough Presbyterian Church as selected by the session and recommended by a guidance counselor of the Orange High School, Hillsborough, North Carolina, or its successors.Should no student(s) from the Hillsborough Presbyterian Church be eligible, then the scholarship shall go to eligible student(s) from other Presbyterian Churches (U.S.A.), as recommended by a guidance counselor of the Orange High School, Hillsborough, North Carolina, or its successors, to the session of the Hillsborough Presbyterian Church.Further, should no student(s) be eligible from those churches mentioned above, then the scholarship recipient(s) shall be recommended to the session of the Hillsborough Presbyterian Church by a guidance counselor of the Orange High School, Hillsborough, North Carolina, or its successors.Should the Orange High School, or its successors cease to exist then the session of the Hillsborough Presbyterian Church shall use the income as its session shall determine.The recipient(s) shall acknowledge the scholarship by a letter to the session of the Hillsborough Presbyterian Church.The Hillsborough Presbyterian Church shall send the scholarship monies directly to the college of the student’s choice.
