for major capital improvements as needed and as determined by the Session. It is hoped that the Session will encourage others to match gifts from this portion of the fund for capital improvements. If income by this sub-fund is not currently needed, then the income may be accumulated separately in a fund, as the Foundation shall determine in its sole discretion, until such time as needed. Withdrawal of the accumulated income may be made according to the rules of the Foundation then in effect. The Session shall provide written notification to the Foundation of such withdrawal. Any written requests for withdrawal must be received by the Foundation at least ten business days prior to the periodic valuation deadline of March 31, June 30, September 30, December 31.

For benevolence and mission work in King Ferry, New York and its general community, and for the aid of individuals and groups in southern Cayuga County as outlined below.The use of this sub-fund shall be determined by the Session in consultation with persons invited by the Session to meet with them in an advisory capacity. This shall be accomplished as follows: at least annually, the Session shall convene a special meeting with at least 3 persons invited by the Session from various community and interest groups in the broader Cayuga County community such as: the social service community, public education, finance and banking community, and the larger religious community. In addition to these persons from these groups, Robert L. Wiggans, or a descendent of Robert L. Wiggans and Dorothy T. Wiggans, shall also be invited to attend the consultation. As feasible, these persons shall meet with the Session in an ex-officio capacity without vote. Income from this sub-fund may be distributed in the form of grants, loans, or matching funds from the church or the community or from the organization itself. The Session shall determine, at its sole discretion, the ultimate distribution of income from this fund and the form of the distribution.
