to establish one or more Merit Scholarships for students preparing for the ministry. Presbyterians are to be given preference, but the scholarship should not be limited to Presbyterians. They should have the endorsement of the Ruling Board of their church. Special consideration should be given to those under the care of their Presbytery. The scholarship should not be based on need, but on character, dedication, scholastic ability, and one who has been active in his/her own church. It is my [Edna Bain] hope that the scholarship will pay a minimum of $1,000.00 a year, provided the student's record has been satisfactory the previous year. Any year the bequest [income] is not used it is to be paid to the Board of International Missions, Presbyterian Church, U.S. or its successor.
