For the support of their programs in creative and experimental ministries which fall under the direction of the National Capital Presbytery. Examples of such ministries include, but are not limited to, community outreach ministries, ministries to the elderly, apartment singles, those who are unchurched in the community and other such creative and experimental ministries as the National Capital Presbytery shall from time to time decide. This income shall be considered to be outside the budget and shall not be equalized.
