Income to be used at the discretion of the Session. Additional, 5% of the principal held by the Foundation as of December 31 of the prior year may be withdrawn by the Session every 5 years following the creation of the memorial fund, solely to cover capital improvement expenditures of the Charitable Beneficiary. Said principal withdrawals shall not be used for recurring operating expenditures.
