To be used to provide scholarship assistance for a Spanish-American student on a college or seminary level as directed by said National Missions Committee [of the Synod of Southern California]. Provided, however, in the event that there is no longer a need for said scholarship assistance, the income from this Fund shall be paid to the Synod of Southern California to be used for similar purposes wherever the need is greatest.
