To assist deserving people in raising gardens for their own table and canning use, according to and under the POLICIES AND PRINCIPLES FOR THE CAMP SPRINGS COMMUNITY GARDEN ENDOWMENT FUND approved by the Session of the Camp Springs United Presbyterian Church [n/k/a Unity Presbyterian Church] on February 9, 1984, which Policies and Principles are attached hereto and made a part of this agreement. Policies & Principles for the Camp Springs Community Garden Endowment Fund: 1. The purposes of the Camp Springs Community Garden Endowment Fund (hereinafter known as the Endowment Fund) are: (1) to help deserving and less-fortunate people start gardens for their own table and canning use and (2) to provide financial assistance to other religious and charitable organizations in starting a similar endowment fund. 2. Use of income from the Endowment Fund is restricted solely to garden and canning related expenditures such as seeds, fertilizers, pesticides, purchase and repair of garden tools and equipment, plowing discing, gasoline, oil, canning supplies and tuition for training courses in basic gardening and canning. Proceeds from the Endowment Fund must not be used for direct aid that has no long-term benefits nor for support of political or legislative activities or programs. 3. Within the above purposes and restrictions, the priorities are: (1) to help people and organizations as identified by – (a) the Camp Springs United Presbyterian Church, (hereinafter known as CSUPC), (b) Churches, Synagogues and Chapels (hereinafter known as CSCs) in the Camp Springs Community, (c) local civic associations; and (2) to provide financial assistance to other local Presbyterian churches, local CSCs, other local civic organizations, the National Capital Presbytery, the Synod of the Piedmont and/or the Synod of the Virginias or their successors, and to the General Assembly of the Presbyterian Church (USA) to encourage them to start endowment funds of their won with the same purposes and restrictions. 4. The Endowment Fund income will be monitored, controlled, managed and distributed under the oversight and supervision of the Session of the CSUPC (hereinafter known as the Session) in accordance with the Book of Order of the Presbyterian Church (USA). The continuing operations of the Endowment Fund will be managed by the Camp Springs Community Garden Endowment Fund Committee (hereinafter known as the Committee) which shall be a committee of the Session. (see addendum) 5.a. All gifts to the Endowment Fund shall be made to a separate account of the CSUPC which account shall be named the Camp Springs Community Garden Endowment Fund. Disbursements from this account shall be made by the Committee with at least quarterly review and approval by the Session. Gifts shall be made payable to the CSUPC, designated for the Endowment Fund, 4401 Brinkley Road, Temple Hills, Maryland 20748. All gifts to the Endowment Fund shall be permanent with the principal invested with and managed by the United Presbyterian Foundation and the income only paid to the Session to be used in accordance with the purposes and restrictions of the Endowment Fund. b. Should the accumulated funds from the Endowment Fund income held by the CSUPC exceed the amount of 10% of the CSUPC annual receipts for its annual budget at the end of any fiscal year, such excess funds shall be transferred to the National Capital Presbytery or successor governing body for its Garden Endowment Fund operated by the provisions herein stated. 6. If at any time and for any reason the CSUPC shall be dissolved, withdraw from the Presbyterian Church (USA) or shall elect to relinquish the management and supervision of the Endowment Fund, said management and supervision shall be permanently transferred to the National Capital Presbytery or its successor governing bodies to be managed and supervised at its discretion in accordance with the purposes, restrictions and priorities as herein described. Such transfer may also be made from National Capital Presbytery to a higher governing body under the same conditions. 7. Donations and bequests will be accepted at any time and from any source wanting to use the Endowment Fund to serve and glorify God. These gifts may honor the living, memorialize the dead or pay tribute to organizations or institutions. The initial Honoree, Katherine A. Smelser Ditrick, was honored for her role in supporting and strengthening her family, the Camp Springs Community Garden Project, the Deacons and teaching staff at CSUPC, the Klay Klub of Andrews Air Force Base, and many other church and community activities. The initial memorial is for Robert H. Brown, who strongly supported the Camp Springs Community Garden Project until his death in the late summer of 1982. 8. Bequests and Life Income Plans are encouraged, which upon the death of the benefactor and his/her designated beneficiaries provide funds to CSUPC, designated for the Endowment Fund. Assistance in the preparation of such deferred gifts is available through the United Presbyterian Foundation and may be arranged by contacting CSUPC. 9. The names of donors and individuals honored or memorialized and the names of individuals, businesses and organizations making contributions or being recognized shall be maintained in the permanent records of the Endowment Fund with anonymity being respected as desired. Letters of appreciation shall be sent to donors and acknowledgment to those who are honored, memorialized or recognized. 10. The intent of the Endowment Fund is to use all the income productively and to keep administrative expenses to a minimum. Work and publicity to accomplish the objectives of the Endowment Fund will be on a voluntary basis or by staff of CSUPC. If the Session determines that it is necessary to pay for specific tasks on a non-routine basis, the wage shall not exceed 20% above the prevailing minimum wage. 11. Auditable financial records shall be maintained. An annual financial statement shall be available for review by current or potential donors. Review and approval of the financial records shall be made by an independent auditor annually with the audit approved by the Session. When the audit is other than voluntary, fees may be an exception to the wage provision in the preceding paragraph. 12. These policies and principles as well as the records of the Endowment Fund shall be available for review by legitimate interested parties by appointment during regular office hours of CSUPC. 13. The provisions in this statement of the policies and principles for the Endowment Fund of CSUPC may be amended by the Session of the CSUPC to conform this document to changes in the Book of Order of the Presbyterian Church (USA) or for administrative purposes, as long as the original intent of the purpose of the Endowment Fund in maintained. Such amendment or revision shall apply to gifts, devices and bequests made prior to the amendment.The Camp Springs Community Garden Endowment Fund Committee shall be appointed by the Session and shall consist of seven members, four of whom shall come from the membership of the Camp Springs United Presbyterian Church (CSUPC). Two members of the Committee shall come from the Camp Springs Community and one from the National Capital Presbytery. Three of the members from the CSUPC shall be appointed on a rotating basis of three-year terms. After serving two three-year terms, the Committee member must be off the Committee for at least one year before being appointed to another term. In addition to these three, an active elder shall be appointed by the Session each year to serve as a member of the Committee and as the Chair. The Camp Springs Community representative and the National Capital Presbytery representative shall serve one-year terms at the discretion of the Session not to exceed six years. The National Capital Presbytery representative shall be nominated by the Presbytery and confirmed by the Session. The Camp Springs Community representatives shall include one representative from the community at-large and one from the local religious community. Nominations shall be received from appropriate sources with confirmation by the Session. The quorum for the Committee shall be four. The Endowment Fund Committee organization as included in this addendum may be changed by the Session after such revision is initiated at a preceding meeting. Such action may be taken only at regularly-scheduled meetings.
