Should the financial supplementing of insufficient pensions of retired ministers, lay workers and their spouses cease to be a need within the Board of Pensions of Philadelphia, Pennsylvania or its successors, the net income from this gift shall be paid to Sterling College, Sterling, Kansas for use as its governing board shall decide.
