Designated Use
To be used as outlined in the Understanding Regarding the Use and Administration of the Minority Scholarship Program: The Anna Grace Sawyer Scholarship Fund. In keeping with the desire and direction of Elizabeth and Glen Graham, the family trust which they liberally established to provide scholarship assistance to minority high school students shall henceforth be administered according to the following guidelines and understandings. This scholarship program shall be known as The Anna Grace Sawyer Scholarship Fund (referred to henceforth as The Fund). The origins of this program were originally established to provide scholarship assistance to African-American high school students related to member congregations of the Presbytery of Chicago (The Presbytery) and administered by the committee known as the Career Guidance and Placement Program Committee (C-GAP), together with certain other educational and social service agencies historically related to the Presbytery of Chicago and/or the Presbyterian Church (USA). The Fund described herein both affirms the purposes of the original program and provides for its expansion in order to include additional organizations and other groups of socially disadvantaged minority students. ARTICLE I. STUDENT QUALIFICATIONS: In order to qualify for scholarship assistance from The Fund, individual students shall meet the following qualifications as established by Elizabeth and Glen Graham, together with those institutions regarding the legal and prudent administration of scholarship aid. 1. Be a high school graduate. 2. Be accepted in an accredited college, university or high quality vocational school. 3. Demonstrate financial need, including documentation of any current financial aid package negotiated with the educational institution being attended. 4. Demonstrate responsible citizenship and a volunteer spirit by contributing to the work and well-being of the community at-large and/or the organizations designating them to be recipients of scholarship assistant from The Fund. Special attention in this regard shall be directed to the student's relationship to the communities associated with congregations related to AUM/C-Gap, Erie Neighborhood House, and the I Have a Dream classroom program (IHAD). ARTICLE II. CUSTODIANSHIP OF THE BEQUEST: All monies designated by The Anna Grace Sawyer Charitable Trust (The Trust) for the purposes of The Fund as described herein shall be transferred to the Presbyterian Church (USA) Foundation (The Foundation), and shall be under the custodianship and management of the Foundation. The funds so transferred (The Bequest) shall be managed by the Foundation in accord with the guidelines established by Elizabeth and Glen Graham prior to the transfer of The Bequest. In accord with the agreement between The Trust and The Foundation, the latter shall remit to The Presbytery at agreed upon intervals the income from The Bequest, which income shall be administered and disbursed by The Presbytery in the manner described in the following articles. ARTICLE III. THE PRESBYTERY COMMITTEE: In order to provide for the general oversight and administration of The Fund, the Presbytery shall establish an Anna Grace Sawyer Scholarship Fund Committee. Membership of the Committee shall be broadly representative and shall include the Presbytery Executive or his/her staff designee ex officio. A majority of the members of the Committee shall be unaffiliated with any of the organizations designated in these articles which have responsibility for the selection of student recipients of The Fund. The Committee shall see to the management and distribution of The Fund in accord with the provisions of these articles. It shall be responsible for insuring that all aspects of The Fund are administered in keeping with the highest standards of scholarship fund administration. The Committee shall regularly examine the use of The Fund and make such adjustments in its distribution as may most closely preserve the original intentions of the donors. It shall be understood that Elizabeth and Glen Graham intend and so direct that The Presbytery shall be the residual heir to their role as related to the use of The Fund at such time as Elizabeth and Glen Graham are no longer able or willing to personally to so serve. ARTICLE IV. C-GAP PROGRAM: The Fund shall provide for continuing the support of scholarship assistance to African-American high school students through the program known as C-GAP. Member congregations of that cluster of churches within The Presbytery known as Associated Urban Ministries (AUM) shall continue to constitute a C-GAP Committee for the designation of scholarship aid to students who meet the general qualifications described above in Article I. Should the C-GAP Committee no longer be able to fulfill the intentions of the donors of the Trust, the Presbytery shall be responsible for designating an appropriate entity within its structure to carry out the intentions of this agreement. ARTICLE V. ERIE HOUSE: The Fund shall provide for continuing support of the Education Scholarship Fund of Erie Neighborhood House (Erie House) for distribution by Erie House to eligible minority students in accord with the guidelines for the use of The Fund as described above in Article I. In the event that Erie House cease to be an agency related to and recognized by The Presbytery, or judged by The Presbytery to be unable to fulfill the intentions of the donors of The Trust, The Presbytery shall redistribute the funds in accord with the remaining provisions of these guidelines. ARTICLE VI. I HAVE A DREAM: The Fund shall provide for support of scholarship assistance to eligible students of the Hughes School I Have A Dream Class of 1995-96 during the time of their college years, in accord with the guidelines for use of the Fund. In the event that the above IHAD Class shall cease to function as an entity, the Presbytery Committee shall redistribute the funds in accord with the remaining provisions of these guidelines. ARTICLE VII. DISTRIBUTION OF THE FUND: The Presbytery Committee shall allocate funds from The Bequest in accord with the following guidelines: 1. Twenty-five percent (25%) of the annual benefits of The Fund shall be available for designation to student recipients selected by the C-Gap Committee. 2. Twenty percent (20%) of the annual benefits of The Fund shall be transferred to the Education Scholarship Fund of Erie Neighborhood House (Erie House) according to a schedule to be decided but at least annually.3. The Committee shall provide over succeeding years accumulation of such funds as may be required to support a minimum of one-third (33%) of the eligible students in the Hughes School IHAD Class during their four years of college or post high school education. 4. In order to provide for the orderly and effective administration of The Fund, the Committee may designate up to ten percent (10%) of the annual receipts from The Bequest for administrative purposes or to provide technical assistance to those entities responsible for the selection of scholarship recipients. 5. The Committee shall periodically assess the funds available to it from The Bequest which are over and above the designations described above, and provide for their appropriate distribution either through one or more of the above agencies or by such other means as the Committee may determine will best meet the objectives of The Fund. Priority consideration will be given to those programs involving African-American students, but the committee will also give consideration to applications for use of the funds by members of other disadvantaged minority groups. 6. The basic maximum annual grant to recipients, currently one thousand dollars ($1,000) per year, shall be adjusted by the Committee form time-to-time as changed circumstances call for adjustment to this amount. Funds designated to recipient students shall be disbursed by the Presbytery Treasurer to the educational institutions being attended by the students. ARTICLE VIII. AMENDMENTS: On recommendation of the Committee, amendments to the above may be made with the approval of the Presbytery.
