to provide scholarships or scholarship Loans for worthy American Indian Students at schools and institutions which operate under the direction of the Board. In case of discontinuance of said schools and institutions for the furtherance of American Indian education, the Board of National Missions shall, in its discretion, provide that the income of the fund shall be applied to other similar educational projects.
