for the maintenance and education of orphan girls of Brantley (formerly Wayne) County in the state of Georgia [expanded by the Superior Court of Mecklenburg County of North Carolina in 1960 to encompass adjoining counties 'within the area of which Brantley County is the approximate hub or center']; said one-third (1/3rd) part to be invested and re-invested by the proper officers of said Assembly and income only therefrom to be used for the aforesaid purposes; ....the said Assembly shall have power to select institutions at which the beneficaries may be placed, either within or without said State.
