To pay the income from said fund to Silliman University of Dumaguette City, Philippines for the purpose of assisting one or more junior or senior B average or better ROTC students of the Silliman University (preferably a student or students of the Moro Province of Sulu) to complete and acquire a Bachelor of Laws Degree, who upon graduation will seek a commission as an officer of the Philippine Constabulary obligating himself to serve therein a minimum of two years. This scholarship is to be known as the William Calvin Silliman Philippine Constabulary Scholarship. If for any reason the Silliman University should terminate its operation, or it becomes unable to expend the funds for the purposes set forth herein, you shall have the right to use this gift for general church purposes.
