To purchase flowers to be placed in the Church on the Sunday nearest August 14th each year in recognition of the face that Miss Mary Hauer, her brother, Mr. Christian E. Hauer, Sr., and her sister-in-law, Mrs. Anna Lee Cotton Hauer, supplied home grown flowers to the church for many years. In any year that the income from the Fund exceeds the sum required to supply flowers for the Church on the Sunday nearest August 14th, the surplus shall be expended under the authority of the Session for the relief of elderly, sick or disabled persons who are confined to a hospital, nursing facility or under extended home care.

Fund distribution shall be used by the beneficiary, Hope Presbyterian Church (Hope Church), solely for the purpose of providing direct help to individuals and families in financial need without discrimination by age, race, religion, or nationality, and it is anticipated that fund recipients will normally be selected by the church Missions Committee to which Sandy Barksdale belonged for many years. However, such recipients shall specifically exclude all past and present members of Hope Church and their immediate family members. Recipients may also be tax-exempt (IRS-qualified) charitable organizations such as the Salvation Army but will specifically exclude all organizations affiliated with any law enforcement agency. In such cases an effort shall be made by the church to ensure that, after all administrative and overhead costs of the charitable organization, a reasonable portion of each gift reaches the actual needy individual or family; e.g. at least three-quarters (75%). The beneficiary shall account for all fund receipts and distributions and provide an annual statement to the Presbyterian Church (USA) (PCUSA) Foundation indicating the amount and general uses of the funds, and any unused funds at year-end shall be returned to the fund principal. Approximately every three years the PCUSA Foundation shall send Hope Church a request for confirmation that funds are being used in accordance with this agreement, and if such confirmation is not satisfactory then the PCUSA Foundation shall have the discretion to make some or all future payments to the contingent beneficiary. Furthermore, the PCUSA Foundation may audit the fund account, and any member of Hope Church may ask for, and receive, a statement of the fund use, at any time.
