Should any of the programs, camps or workshops by discontinued or fail to meet the needs of the church as determined by the Worship and Music Committee, or its successor committee, said committee will determine alternate use.

Shall use the said income and principal from the fund hereby established as its Session shall determine for upkeep, repairs and necessary capital improvements upon the First Presbyterian Church of Potsdam, New York and its associated buildings and grounds. The First Presbyterian Church may have the privilege of withdrawing principal from said fund subject to the following conditions: In case of emergency, the congregation, at a regular or specially called congregational meeting, and upon recommendation of the Session at two successive meetings not less than 30 days apart, may approve the expenditure of up to 50% for the principal in any given twelve month period. Should the Session of the First Presbyterian Church of Postdam, New York determine and approve such withdrawal, then such withdrawal shall be make according to the rules of the Foundation of such withdrawal. Any written requests for withdrawal must be received by the Foundation at least ten business days prior to the periodic valuation deadline of March 31, Jun30, September 30 , or December 31, in each year.
